Luis De La Garza

President & CEO, Texen Power Company, LLC

Luis is an attorney with fifteen years experience in private practice and as a corporate attorney, and thirteen years as a corporate executive with Valero Energy Corporation and in the last three years with PG&E Gas Transmission Company, a Texas based subsidiary of PG&E Corporation, the parent of Pacific Gas & Electric Company. Luis spent his twenty-five year career as an energy company attorney and energy company executive involved in regulatory and governmental affairs. He was a member of the PG&E Corporation team that helped to negotiate and pass the electric deregulation legislation in 1999 in Texas. Subsequently he has been participating in the rule making and regulatory proceedings at the Public Utility Commission of Texas implementing the electric deregulation legislation. He actively participated as Executive Director of Competitive Power Advocates, a pro-competition association of electric energy suppliers, generators and marketers in Texas. Luis took early retirement as an energy executive on January 31, 2001 and joined Holland & Knight, LLP as a partner in the San Antonio offices from February 1, 2001 until June 6, 2003 when he joined Texen full time. Holland & Knight is a large national law firm with offices in more than 25 national and international locations.

Luis received a B.B.A. degree in 1966 and a J. D. in 1975 from the University of Texas at Austin, and an M.B.A. in 1972 from the University of Hawaii. He is licensed to practice in Texas and has extensive regulatory and governmental affairs experience at the state and federal levels.

Luis currently serves on the Board of Directors of the San Antonio Public Library Foundation, the Alamo Area Council and the Southern Region of Boy Scouts, and the Texas Business and Education Coalition. He also serves on the Advisory Boards of University of Texas at San Antonio Business School and of University of Texas at Austin College of Engineering and was Chairman of the Board of Directors of the United Ways of Texas. He is Co-Chairman of the President's Council of the University of Texas Health Science Center in San Antonio and has served on the Boards of Directors of the Greater San Antonio Chamber and the San Antonio Hispanic Chamber of Commerce. He is also a Vietnam veteran, having been a U.S. Marine Corps fighter pilot with 210 combat missions and twenty combat decorations flying the F4B Phantom fighter aircraft.

Luis has been honored as a member of Marquis Who's Who in America, Who's Who in American Law, Who's Who in the World and Who's Who Among Hispanic Americans. He was selected in 1990 by the Hispanic Business Magazine as one of the "One Hundred Most Influential Hispanics in America" and was listed from 1990 to 2000 as a member of the "Corporate Elite".
